Lights seen at a distance and never up close; the lost dead, or the Fey at play

Glowing things that move at night where nothing should be moving. Everyone carrying goods through bad country knows the word, and the stories divide into two.

In the first they are the dead: souls that did not go where souls go, lingering about and leaving trails of themselves across the dark. In the second they are Fey, come across into the material world for no better reason than to play chaotic games with the living. Nobody who tells either story has cause to prefer it over the other.

Koa took them for the answer once, on watch over a merchant family in the haunted woods east of Loshev, and talked himself out of it inside a minute. Lights, a good way south, in and out of view behind the hills. But they held a formation, and when they broke it they broke it the way men do who are following a path. Moonlight on well-kept armor, moving away from him. He reported soldiers in the morning and nobody could say whose.

No wisp has ever been met.
