Mantle of Buffeting

A cloak the party has carried for some time and has never once put on. It came to them from Leon Yaegar, who had it from a man he named as Arthur, and it arrived with a name attached and nothing else. What buffeting it does, or to whom, or in which direction, was never written down anywhere that came with it.

The obvious candidate to wear it is Mikhail, and he cannot: the cloak on his shoulders is already the Oubliette. The rest will not put an unidentified thing on their shoulders before somebody has told them what it is. So it stays folded.
