Vigilantism (Haudh-Gwenn law)
A high crime in Haudh-Gwenn, ranked with treason, and high crimes are judged by the council rather than by a court
Haudh-Gwenn treats vigilantism as a high crime and ranks it alongside treason. Ordinary charges go to the city’s courts, and every charge laid must be carried through to a verdict there even where the verdict is a dismissal. High crimes do not go to the courts at all. The arbiter for those is the council itself, the same eight seats that govern everything else in the city.
The party conceded the point rather than argued it. Standing in the Grayeras house to buy the disbanding of Beltran’s army, Koa took the second condition Traxian set: that Haudh-Gwenn is a place of laws, that killing Beltran in the street was vigilantism, and that there would be a trial for it. He accepted on the spot and gave notice that he would hold nothing back, before the whole council or before the whole city. Which meant a trial for the killing of the Grayeras son, held before a body that seats both of his parents.
