Council of Many Voices

The Council of Many Voices is the Free Folk assembled: one meeting, every member of the community who is summoned, and no standing seats at all. It is called for the choices that will not keep, meaning the major decisions of the Host and the election of a Hetman when the old one passes the title on or the community rescinds it. Who does the summoning was never written down.

It is the democratic half of the government and only that half. What the Host will do is settled here; what the law is, and what is done to a member who breaks it, belongs to the Elders and Crones council.
