An arrow that does no damage at all, and fouls whatever it touches badly enough to bring a flying thing out of the air
An arrow that does no harm whatever. It is loosed as a touch shot, so armor counts for almost nothing against it, and what it carries bursts on contact: the target is fouled, slowed and, on poor footing, glued in place until it can work itself loose. A thing in the air comes down, or at best labors along at half its speed. After a few rounds the stuff gives up on its own.
Set against a tanglefoot bag it is the weaker of the two, and the trade is distance. A bag has to be thrown. These can be put into something at the far end of a bowshot, which was the entire argument for buying them, and the argument was a long one about wyverns.
