Two members of one family have not always been allowed to sit the Haudh-Gwenn council; the allowance is about a century and a half old, and was made for a family that held four seats
Two members of one house may sit the council of Haudh-Gwenn at the same time, and that has not always been so. The allowance was introduced about a century and a half ago, and it was introduced for a reason: a particular family of the day held four of the seats, and the change was to their benefit.
The point came up because Johanka Materai said aloud, for the first time, that there ought to be a rule barring more than one member of a family from serving at once. Asiya Azrak answered that it had always been the way. Lady Talia Salahaudhi keeps a record of Haudh-Gwenn’s councils running back many generations, and it says otherwise: what Asiya was describing is true within her own lifetime and her own reading, and not much beyond it.
Which makes the allowance a thing that was once granted and can be taken back. It is the lever aimed at Traxian and Alyphe Grayeras, who between them hold two seats and three votes, and who hold the second of those seats only because of it.
